Quick answer. The Highly Qualified Professional (HQP) permit lets a company in Spain hire a foreign executive or graduate with a decision in 20 working days from the UGE-CE, family included and spouse allowed to work. In 2026 the salary must be at least €54,142 for managers and directors or €40,077 for graduates and technical profiles; the EU Blue Card variant requires 1.4 × the INE average salary — €39,270–41,356 depending on the survey in force (0.8 × for shortage occupations and recent graduates). Base salary only — bonuses and stock options do not count. Below: who qualifies, employer requirements, documents, the step-by-step process, costs, the Blue Card comparison and the most common reasons for refusal.
Who qualifies: the three pillars
The permit (article 71 of Law 14/2013, the "Entrepreneurs Law") is designed for talent hired by companies in Spain. Three things are assessed:
- The candidate: a university degree (bachelor's, master's or PhD) or at least three years of professional experience equivalent to the role. Any nationality outside the EU/EEA/Switzerland.
- The job offer: a contract of at least one year with a salary above the threshold for the group (below), for a position that matches the candidate's qualification.
- The employer: a company registered and up to date with tax and Social Security in Spain. Large companies and strategic groups are processed directly; SMEs and start-ups qualify when the role is strategic or the company is in a growth or innovation sector.
A clean criminal record for the last five years and public or private health coverage complete the file.
Salary thresholds 2026
| Profile | Minimum gross annual salary (2026) | Basis |
|---|---|---|
| Group 1 – directors and managers | €54,142 | HQP national route |
| Group 2 – scientific, intellectual and technical professionals (graduates) | €40,077 | HQP national route |
| EU Blue Card – general | €39,269.92 (INE 2023 survey) → ≈ €41,356 once the INE 2024 survey applies | 1.4 × average gross annual salary (Order PJC/44/2026); updated one month after each INE publication |
| EU Blue Card – shortage occupations and recent graduates | ≈ €31,416–33,085 | 0.8 × the general threshold |
Only fixed base salary counts. Variable pay, commissions, bonuses and stock options are excluded: an offer of €45,000 base plus a €15,000 bonus is read by the UGE as €45,000. Salaries are gross annual figures stated in the employment contract; part-time contracts are not accepted for this permit.

Private evaluation, no obligationor message us on WhatsAppThe employer: what the company must show
- Registration in Spain (CIF), tax and Social Security certificates showing no debts.
- A description of the position, the reason the candidate is needed and why the role is highly qualified.
- For SMEs and start-ups: evidence that the company operates in a strategic sector (technology, R&D, renewable energy, health, finance…) or of the strategic nature of the project. The UGE also accepts companies that are part of an international group.
- Signed contract or binding offer with salary, duration (≥ 1 year) and start date.
Can you be hired by your own company? Only if the company has real substance (activity, premises, other employees or investment); the UGE reviews these cases carefully and often prefers the Digital Nomad or entrepreneur routes.
Documents
- Full passport (valid for the whole period).
- Degree certificate, legalised or apostilled and translated — or proof of 3 years' experience (contracts, references, Social Security records).
- Employment contract or offer letter meeting the salary threshold.
- Criminal record certificate from the countries of residence in the last 5 years, apostilled and translated.
- Proof of health coverage (Spanish Social Security registration or private insurance until then).
- Company documents: CIF, tax and Social Security certificates, description of the role, power of attorney for the representative filing the application.
- Family members: marriage/birth certificates, apostilled and translated, and proof of means for them.
Order the criminal record certificate and apostilles last: they expire in 3–6 months.
Process and timeline
- Preliminary check (1 week): role, salary group, company category, alternatives if the profile fits better elsewhere.
- File preparation (2–3 weeks): documents, apostilles, sworn translations.
- Online submission to the UGE-CE (Unidad de Grandes Empresas y Colectivos Estratégicos) by the employer or its representative. If the candidate is legally in Spain (for example within the 90 tourist days), the residence authorisation is requested directly; if abroad, the authorisation is granted first and then the visa is issued at the consulate in a few days.
- Decision in 20 working days. Positive administrative silence applies: no answer within the deadline means the application is approved.
- Entry and registration: Social Security registration by the employer, fingerprint appointment and TIE card (3–6 weeks), padrón at the town hall.
Total time from first contact to starting work: typically 6–10 weeks, the fastest of Spain's work permits.
Family members
Spouse or registered partner, children under 18 (or dependent adult children) and dependent parents can be included in the same application or join later. They receive a residence card of the same duration and the spouse may work in Spain, employed or self-employed, without a separate permit.
Costs
| Item | Approximate cost |
|---|---|
| Government fee for the residence authorisation | €75–80 |
| Visa fee at the consulate (if applying from abroad) | €60–80 |
| TIE card fee | €16 |
| Apostilles and legalisations | €20–80 per document |
| Sworn translations | €30–60 per page |
| Legal assistance | Depends on the company and the family size; see our HQP visa service |
HQP permit vs. EU Blue Card
| HQP (national) | EU Blue Card | |
|---|---|---|
| Salary 2026 | €54,142 (managers) / €40,077 (graduates) | 1.4 × INE average salary (≈ €39,270–41,356); 0.8 × for shortage occupations |
| Qualification | Degree or 3 years' experience | Degree, or 3 years' experience in the last 7 (5 for IT) |
| Contract | ≥ 1 year | ≥ 6 months |
| Processing | UGE-CE, 20 working days | UGE-CE, 20 working days |
| Mobility | Spain | Facilitated move to other EU countries after 12 months |
| Long-term residence | After 5 years | Time in other EU states with a Blue Card counts |
Both are filed by the employer through the same unit. The Blue Card suits candidates who may later move within the EU; the national HQP permit is simpler when the career is in Spain.
HQP vs. Digital Nomad Visa
The HQP permit is for people employed by a company in Spain. The Digital Nomad Visa is for people who keep working for foreign companies or clients from Spain. If you are relocating with your current non-Spanish employer, the Digital Nomad route usually fits; if a Spanish company (or the Spanish subsidiary of your group) hires you, HQP. Both allow the Beckham Law 24% tax regime if you were not a Spanish tax resident in the previous five years.
Renewal, long-term residence and citizenship
The initial authorisation lasts up to three years (or the length of the contract plus a margin) and is renewed for two years while the job continues. Changing employer is possible with a new application. After five years of legal residence you can apply for long-term residence, and after ten for Spanish citizenship (two years for nationals of Ibero-American countries and some others).
Why applications are refused
- Salary below the threshold once variable pay is excluded.
- Role that does not match the qualification (a graduate hired for a non-qualified position).
- Company with tax or Social Security debts, or without substance.
- Expired criminal record certificates or missing apostilles.
- Candidate who overstayed a previous tourist stay in Schengen.
Frequently asked questions
How long does the Highly Qualified Professional visa take in Spain?
The UGE-CE decides within 20 working days of a complete application. Preparing the file takes 2–3 weeks, and the TIE card 3–6 weeks after arrival. Most candidates start work within 6–10 weeks.
What is the minimum salary for the HQP visa in 2026?
€54,142 gross per year for managers and directors, €40,077 for graduates and technical professionals. The EU Blue Card requires 1.4 × the INE average salary (≈ €39,270–41,356; 0.8 × for shortage occupations). Only base salary counts.
Can I apply from within Spain?
Yes, if you are legally in Spain (for example as a tourist within the 90 days). The employer files with the UGE and you receive the authorisation without leaving; you then apply for the TIE card.
Can my spouse work in Spain?
Yes. Family members admitted with an HQP holder receive a residence permit that allows them to work, employed or self-employed.
Do I need to speak Spanish?
No. There is no language requirement for the permit. Spanish is only required years later for citizenship.
Can I change jobs with an HQP permit?
Yes, but the new employer must file a new application meeting the same conditions. The permit is tied to a qualifying position, not to a single company for life.
Does the HQP permit lead to permanent residence?
Yes. After five years of continuous legal residence you can apply for long-term residence; the years also count towards Spanish citizenship.
Can a start-up or a small company sponsor an HQP visa?
Yes, if the position is highly qualified and the company operates in a strategic or innovative sector or belongs to an international group. The UGE looks at the substance of the company, not only its size.
Hiring or relocating? Let's check the file before it is filed
Most refusals are avoidable: the salary group, the company category and the sequence of documents decide the outcome before the UGE opens the file. Spain Global Hub reviews the offer, prepares the application with the employer and coordinates the family's residence and, where relevant, the Beckham Law option.
